會議背景 

應(yīng)對氣候變化已經(jīng)成為21世紀(jì)人類社會面臨的緊迫挑戰(zhàn)，推進(jìn)綠色發(fā)展成為全球共識。中國積極參與和引導(dǎo)應(yīng)對氣候變化國際合作，向世界作出“力爭2030年前實(shí)現(xiàn)碳達(dá)峰、2060年前實(shí)現(xiàn)碳中和”的承諾，逐步完善碳達(dá)峰碳中和“1+N”政策體系，加快推進(jìn)能源結(jié)構(gòu)調(diào)整，向清潔低碳轉(zhuǎn)型，資源利用效率不斷提升。同時，全國碳排放權(quán)交易市場作為實(shí)現(xiàn)碳達(dá)峰與碳中和目標(biāo)的核心政策工具之一，自2021年啟動以來活躍度明顯提升。數(shù)據(jù)顯示，截至2021年12月31日，全國碳市場碳排放配額（CEA）累計成交量達(dá)1.79億噸，成交額突破76億元。全國CCER市場的重啟和海碳中心的成立也將為碳交易市場注入新的活力，更好的服務(wù)國家綠色低碳發(fā)展戰(zhàn)略。

The 2nd China Carbon Neutral Summit 2022

Summit Background 

Coping with climate change has become an urgent challenge for human society in the 21st century, and promoting green development has become a global consensus. China has actively participated in and guided international cooperation to address climate change, made a commitment to the world to "strive to achieve carbon emission peak by 2030 and carbon neutrality by 2060", gradually improve the "1+N" policy system for carbon emissions peak and carbon neutrality, accelerate energy restructuring to a shift of clean-and-low-carbon energy, and continuously improve resource utilization efficiency. At the same time, the national carbon emission trading market, as one of the core policy instruments to realize carbon emission peak and carbon neutrality, becomes more active since its launch in 2021. Data show that as of December 31, 2021, the accumulative turnover of Chinese emission allowances (CEA) in the national carbon market reached 179 million tons, with the turnover exceeding 7.6 billion yuan. The restart of the national CCER market and the establishment of the Marine Carbon Sink Center will also inject new vitality into the carbon trading market and better serve the national green and lo- carbon development strategy.
